If I recall correctly, they're user license actually prevented people using it for games related stuff. Not sure if that's still the case. -

I believe thats related to scaling the stencil. You should try and create your stencil texture at 1:1 resolution -

If this is a scene rather than a real time walkable area, why don't you just rotate foliage in relation to the view origin?
