I guess any grid, elevated with for example a heightmap, splitted by faces, scaled by individual faces, extruded and maybe merged will do.. Blender even does have a paper model exporter.. which may be a bad idea for this kind of model...

Yeah, as a model to texture I would have modeled one row to source from then dupe in Photoshop. But since he asked to model it I just went the whole nine :D.
What's the best way to model this ? I think making a single model on a plane, copy/pasting that model and then bend it would be good, thing is: I don't have a clue on how to do this
