Hope it's "clear". Just delete the inside loop(the polygons marked with red) and bridge as marked with the blue lines. That should give you the ceiling you want. It it's not clear yet I'll just do it in 3D ^^.
I'd be very interested in a demonstration showing how to solve this kind of shapes and iterate them. Even though studying the shapes from the real-life pics of the object, that still needs a guidance for the technique that translate them into 3d.
Personally, I'd model a bunch of separate curly parts I can reuse and tweak, don't worry about overlaps, just kitbash them together.
