i think any major 3d package would do. Being free, blender seems like the best recommendation. The place for you to start might be to learn how to make a basic rig for this cylinder shaped mannequin. You only need 101 level knowledge for modeling and rigging to accomplish this. But that can still be a few weeks or months… -

The reality of it is, he would go to jail there are laws on the books to punish those things. When this crime also spans decades there will be far less loop holes and places to hide. He would probably go to white collar jail be a model inmate surrounded by an army of loyal thugs and still run his business from the inside.… -
