Draw A Box will do you more good than CTRL Paint, it's specifically for drawing with pencil and paper, away from any computer and wacom: http://drawabox.com/ -

a grease pencil(annotation tool) web app would be awesome for giving critique. Loading into PS and uploading again is a pain just to point out a simple error. -

Personally a mouse is SOOOOOO comfortable within 10 seconds of holding a pencil or pen my hands ache and I really want to drop it and mostly I drop it and then pick it up again and repeat And im only 16 :( -

Yep, i still have lag, like painting handpainted textures of 2048x2048. But it's only with very fast strokes. With a pencil i draw a concept in some minutes, but with the wacom i can't make a fast linear stroke :( -
