Well, after 2 or 3 days of modeling in Blender it felt as comfortable as 3dsmax, so yes I would say the transition is very easy. Anyway it's always a good thing to be proficient in many different 3D softwares so I'd recommend learning 3dsmax too. But if you just want to sell models, start with Blender right away.

there's some really good animators out there, who have no clue how to weld two vertices, not to mention all the problems you have to go through to rip and make model ready for animation well, this is going nowhere if guy sells them then there's demand for it.

In most cases, yes to all four questions (I think, I'm not a programmer). Depends though, like if the mesh exceeds the vertex limit for a single batch, then it has to be split by the renderer into more than one batch, which would cause more draw calls.
