I would definitely make the teeth as separated subtools, there are a lof of benefits in doing that in all the steps.

"panner" node is basically uvs + or - time. For stepped movement, you can ceil or floor the time.

You can find it under "Modify" -> "Polymesh" -> "Filter Points" when you are in the modeling Step.
