I was just looking to find vertices that had changed position, including ones that were added. V!nc3r 's solution makes it easy. -

take a close look at the dynamic sky shader, included with UDK, they got some custom lighting using a normal map that could be usefull. -

Aight, should have included it right away but heres the image :\ Its mainly meant to be smooth metal and not the diagonal lines that one sees. -
Re: How long does it take to see your work in game?
Currently, <30 seconds on PS3. That's not including time for lightmap baking etc. for environments. Character assets and single models/props are nearly instant.
