Maybe Linux as first class citizen might help change that, developers love Linux but it's challenging for the game industry to support it. You might have more luck with a dedicated program like Motionbuilder. When we were doing mocap, our animator preferred it over maya for the initial stages of cleanup and editing. There is a trial, so you can see for yourself if it's fit for purpose.
I recall I once had my normals flipped in zbrush accidentally and got something like that . Your U4 screen shows something seriously messed up with vertex normals too. Check initial mesh you imported to Zbrush too
I'm currently working on a children's book for a client. Weedy (girl with straight hair) is the star. Penelope is her friend. There are nine characters in the story. most of these are adjusted in PS for clarity, since my initial stage is a hard pencil. Colors are watercolor and color pencil.

StingrayPBS is not the same as Substance in terms of specular calculations and also has some sort of curve applied that affects output values. What I see in your initial images is consistent with what I've seen myself during testing. It's not broken as such, just different.
The problem with your initial post is that it came across as less of a topic for discussion and more of a "force feed my opinion down your throat" rant. You have to understand that what you said would have repercussions, due to the way you said it.
