You could use NDO like passerby demonstrated, but apply the normals to the first pattern, then inverse the map so you can apply it to the second (white tile) making sure to set the bevel to inner. So you will have all tiles popping up. NDO can then generate AO from normals and you have a good quick starting point. -

How would I apply it? Well I'd start a new mesh and not worry about keeping all quads, and make sure it matched the surface of the high poly as closely as possibly. My best guess here is you're exporting with a material applied to the mesh that has the texture tiling more than 1.0. Exporting for UDK, you need to have only textures that are set in your max materials to tile 1.0, otherwise it seems to compensate for the tiling by stretching your UVs on export. Try Edit Polygons>Normals>Set To Face. Then Edit Polygons>Normals>Soften/Harden and select the faces you want to be soft, type in 180 and hit apply.
