I'm afraid the block outs are not mine. These shots are from a map included the latest official UT build, I forget who made the map but the file name is DM_Test_F08. Sorry if there was a misunderstanding there. :(
You could try an annotation software like annotatepro for example. I admit it would be nice if pixologic included one directly in the next version of zbrush though. That would be quite useful!
Here's a simple "Newtons Rings" / "Iridescence" material. Just requires 1 'rainbow' spectrum gradient texture. I also included an option to shift the hue to match your ideal material.
looking at again i did notice one more thing. where the back of the leg meets the tail seems (for lack of a better word) too high. included a paint over to demonstrate:

Its a shame it is only possible to draw cartoon dogs on the iPad. I hear they may be expanding the functionality to include other cartooon animals in an upcoming patch though, so there's that I guess!
Skydomes are pretty standard. Maybe layer 2 of them to get some parallax. The skydomes only include clouds, anything like far-away mountains or similar should always be geometry.
This is a cool idea! :) I don't have a crit but I'll say it's very brave of you to do such an original body shape. Hopefully it can inspire others to do the same (myself included).
