Open up polyboost tool bar. Go to PolyDraw[]. At the top of the new menu select the radio button that says "Surface" under "Draw On:". Click the pick button and choose the mesh you want to retopologize. This essentially lets you draw on the surface of your object instead of the default which is the ground. Hope this helps.… -

Is there a UV seam there? There should be, with separate smoothing groups on each side of the 90 degree angle. That's what most commonly causes the problem.
