The pixel size there is given in screen pixels and are thus relative to your screen/camera view. What you are looking for is to set it relative to the object you are painting. @FourtyNights the 2.79 master -- not the latest stable on the downloads page, but the one from the buildbot page -- has a new vertex-weight and vertex-color paint method, using a spherical brush instead of a projected brush. It should get rid of painting problems like that (I know what you're talking about...).
the new vertex painting stuff looks great! i do hope however, there is an option to toggle a simple 'ignore backfaces' because for some applications you just want to paint through every overlapping element without fiddling. i had someone hack that into a custom build for my current version.
Thx Jed, worked like a charm. Although, I have to admit painting in Blender is quite wonky, I sometimes have some weird glitch going on, the brush profiles are really limited. I give props t those who manage to get great hand painting textures out of it.
Actually there's layers, but not implemented in the best and most intuitive way.
