since the fire hydrant is painted red, it needs to have a stronger spec (at least in the cleaner areas) and the cosine (spec power, w/e) needs to be tighter. you need a highlight. -

If you need to do this with transparency, you could just do an environment map reflection with a high power as well (since your engine probably does not support lit translucency). -

some kind of thin perforated metal foil might do the trick (like they use in gorrillaz concerts) and allow for less powerful motors. maybe thats unsuitable at this scale though
