Finished my Run The Jewels piece late last night. model Lots of trial and error with the new Zbrush physics simulation. It really is not easy to bend it to your will.
The right image looks like you are in the "user" view which is normally ortographic. These errors look like z-fighting in the viewport. Maybe because of the ortographic view.
At a glance, looks like a padding issue that's throwing those seam and bleeding errors but yeah as @Thanez said we need more info to drill down on this for you.
Check this, it explains how to solve just your problem (among the others): http://docs.cryengine.com/display/SDKDOC2/Common+XNormal+Baking+Errors+and+How+to+Solve+Them
If you have no hard edges? No, you will still likely get errors with geometry like that and a synced workflow. Harden your edges/sgs at your uvs splits.
Tried using different viewport drivers? Tried giving it admin rights on startup or used the compatibility mode? When does the error happen, on certain situations or randomly?
Simple answer: use a cage for baking. With no cage there always will be projection errors whenever the low poly has hard edges. http://wiki.polycount.com/wiki/Normal_map#Working_with_Cages
