You can set different blending modes per channel on the layers themselves or effects applied on layers but the mask and any effect you apply to it is common to all channels, it has always been the case.
1) Make sure you exit sub-object mode before apply bend, otherwise it will only apply blend to whatever you have selected. 2) Have you changed the "Bend Axis"?
Doesn't look like you've got a texture applied or you are not in Hardware Texturing Mode(6 on keyboard)? Kind of looks like a "hard surface" object with all soften edge with lambert material applied.

By the way, does the number of meshes this kind of material applied to make a difference? Is it better to have a cube inside the building with a tiled interior material, or is that no different from each wall piece having this material applied to the window geometry?

It looks like you're applying turbosmooth on a vertex selection and not the whole object. make sure your modifier is being applied at the object level and not just a couple of verts. I hope that fixes it. Max can be so finicky.
