I'm still looking for the perfect plugin as well, but Magic UV at least has a function to set Texel size to a selection, and apply it to other meshes. It's not exactly saying 'set everything to be 1m/1024px', but if you create some cubes with different texel sizes it's pretty easy to append those to your file and use them… -
