I play Doom3 on an Athlon 2600+ 512MB GeForce 5200 (Standard) 64MB AGP8x. Plods along nicely at 30fps on High Settings, you get like 10fps extra on Low so not even worth the graphics crap-out. you want a lot of low latency ram for 3d and a good graphics card. Obviously you could go for 3d speciffic cards like Nvidia's Quadro series but that would be a waste of money unless you intend the PC to be an Uber 3d creation tool, otherwise you should be fine with one of nvidia's new geforce 8 series, maybe an 8800gts… -

most webcams these days have microphones inside of them. I bought a few OEM logitech cams on ebay last year, but that was a really bad move. They had some extremely rare korean drivers that were near impossible to find. My guess would be to go logitech. I saw a few cheap logitech cams at Best Buy, with decent resolution… -
