Make sure that all your UVs are between the 0 - 1 range, otherwise you won't be able to paint them.

oh sorry, didn't understand the problem at first. maybe try a constant clamp then? clamp the values between 0-1.

The right edge chamfer example can be accomplished with edge extrude w/ height set to 0, just throwing that out there.
