Thanks vig, but this is over 2000 files, , we just need to strip the multires out of them. Many of the textures don't even exist anymore. It loops and gets rid of the multires, but someone has to sit there and click "continue" for each file.
I got good results multiplying both textures together, and dividing the total by .15 </shrug> Only issue is that my buildings look great but my terrain is WAAAY too bright (yes, they share the same shader). Continuing debugging ...

Use the graphite modeling tools to retopologise it manually. Create a very low poly base mesh with as little geo as you need and apply Turbosmooth. Make sure to establish continuous edgeloops around the perimeter for the most control.

Well I did paint the vertexes according to a google map image. Here are the images: Is everything right about it? Should I continue this or is there something wrong? I asked this because I don't want to waste time.
just trying to understand that bit of topology logic, So I know to either let the edges stay, continuing threw the model, or if they can be deleted and Maya still realizes to treat as one edge, if the vert is in line with the edge.
When you're sculpting, it helps to open the mouth on a sperate layer. This way you can continue to sculpt with the mouth closed, which makes it easier to judge form and likeness, and then open the mouth when you're ready to bake.
if you have given regular updates and they have told you to continue in that direction then it's totally a direction change on their part and you should renegotiate, make them pay for the work up until that point and do a new estimate.
