I'm in! I agree with what Joshua and oobersli said about the budget for enviro artists. If there is no limit on the overall scene then someone could have a huge amount of 1000 poly objects if they wanted.

what's stopping the shackle on his left hand from just falling off? the cloth folds look really good, but the amount of them make the material look very thin and wet
Does the box trick work? Make a box, attach your model and skeleton rig to it as children, scale the box the amount you want to scale your models, reset Xform on the box.
well it's a gamble, if Jason Rubin can turn the company around you'd make a good amount of money. The reverse stock split they are planning to do, while not a great thing, will delay the delisting.
