I tried selecting a row of vertices and pressing ctrl + 1 but it also included the vertices it's connected with that creates the face. I'm wondering if there's a way to isolate just those specific vertices that I selected?

Include your source files/fbx's for us to take a look at, it would be much easier to diagnose rather than throw a dozen speculations of what could be the culprit.
Looks good, I'm not very experienced with shaders and particle effects, but I'd try and include some randomness in how that neon sign throws off the little sparks.
