I don't see a reason to keep those edge loops going through past the handle on the low poly model. Remove them and use to round out the ring at bottom.
I think there is a misunderstanding. Edge Rings and connect only would work for the most basic box shapes. just model a cylinder. Move one ring to get the ladder shape. Then use the array tool or sth similar in maya to put alot of cylinders next to each other in order to get the shape. Easy peasy :)

I use 3ds max and i really recommand getting a plugin for max where you add a line along a ring of lines, like that tool that is standard in maya really helps speed upp highpoly modeling imo. :)
Looks good to me, you've achieved accuracy whilst there's some minor shading errors at the bases of the outer tooth ring however alongside the inner part, regardless of it's perceived inefficient topology, this object should as a whole bake down fine.
@Snakedoctor: Consider you're in max, on the helix spline enable "renderable spline in viewport" and then trim unnecessary itterations via dot-ring-selection aviable in the graphite tools. EDIT: oh the cable isn't round huh? I'd go with loft then.
