I don't think having a large number of small modules necessarily hurts performance. If the geometry for a module is instantiated in VRAM once (eg. at the start of each frame), then drawing lots of these instances doesn't have much overhead. Before this, If I made a mod with Source, would someone need HL2 installed to play it? I'm guessing this is just a way for existing Source mod games to be easily released.
