max 2020 also has a weighted normals modifier. also that topology is very wrong. If this is a highpoly for games than just use booleans to drill that in. -

You can bake curvature maps directly from the highpoly, thats what I would suggest instead of converting from a normal map. -

it could also mean that parts of your mesh contain no uvs, and it could be a UV error on the highpoly as well, delete all uvs on your high -

You can separate low poly into multiple objects as suggested above and have multiple copies of highpoly geometry for each lowpoly part. simple :) -

model the 2 beams that come down, and the trim on the bottom, than just create the corrugated metal pattern using ndo2 or a highpoly bake to normals.
