Looks good as an assets, although I'm not sure about the steampunk-ness of it. I could be wrong, but I could see this fitting into any 'boiler room' type level in a current gen game. I think the steampunk style could have been pushed a bit more perhaps?

Unreal Engine 2 was still being used even when Unreal Engine 3 first came out. Bioshock used a modified UE2.5 and some Splinter Cell games use it also. But it's obviously going to fall by the wayside as UE4 is better suited for next gen game development.
Following on from Reowwww, I notice you're being a bit stingy with the edge loops on some of the details like the ear rings and the strap ... if this is current gen, then for the sake of a few more polys get rid of that. The days of hexagonal oil drums should be well and truly behind us now :¬)

Congratulations! Every time I see a new hire Next Gen MMO title, I check their portfolio and jizz a little. You're putting together some insane monster of an artist for that game, God I can't wait to see what it all is, oh no I'm drooling again.

I am in the exact same boat with my 770 4gb, really thought about getting a second for SLI to hold me over (getting it used on the cheap), but hot damn.... the benchmarks coming out for these cards are stupid impressive compared to the last couple gen release benchmarks. It. Is. Time.
It's absolutely a normal map issue. Diffuse Power is only enhancing the effect. Yes depends on the texture, I guess it's less of a problem for flat normal maps. You can however use sharpened MipMaps (Texture Properties -> Mip Gen Settings -> Sharpen10) to exaggerate artifacts for testing purposes.
