If you're asking for mods in general then no, not all mods use assets created from scratch. If you're asking for mods I personally intend to make then yes, they would be made completely from scratch to fit with the style and quality of the original game. -

The texture on the main parts of the building looks strange, like it's made from one giant piece of plywood. I generally see more houses made from planks or at least a few different pieces, unless it's intended to be stripped of those? -

I'm intending to make the map look like its under siege/attack so windows and doors will be boarded up. Maybe there will be a house or two blown up that you can walk through. Would be pretty neat i agree! -

I am having to reinstall Max today. Does the Auto generated uvs for a spline have a setting about how many times you want the texture to tile? I don't intend for the UVs to fit in 1 UV space. -

i think my first questions would be whats your intended style? How real are you trying to go? I think once you've established that it would be easier to crit also, to me the arms seems a little short -

Update with a quick blockout render I intend to paint over to get a feeling of what my throne will consist of. The idea behind the scene is that this throne is in the realm of Mictlan. Every building/house/structure is formed of many graves combined together. -

Thanks guys, turns out it was just me not masking out the materials correctly in the lerps as Mirbobo said. Rebuilt it the other day and got it functioning correctly, still need to implement the custom parameters but its working as intended now. Cheers. -

since there just floating above and are not embeded in the mesh i think he was intending to bake them into the normal and height map of the main mesh. and that pluss some AO or just hand drawing them in to be almost black inside should be good. -

OK I can see I'm in the minority here lol :D I only ever watched a friends watch Borderlands briefly but I intend to give B2 a go when I get it bundled with my new 660ti.
