Nice start, try working on the materials in the texture, to really define what is what, also give the metal a more localized scratch/detail layout so it isnt the same texture over all.
Well, not working with an OBJ from my Dropbox, crashes on loading. I tried a 14 triangle house shape with 64x64 textures, gonna try and stick one in the local directory see if it works.
You could try to scale down the normal node locally beforehand, run through the curvature, plug into a levels node and scale that up again. Might perhaps work better then the blur workaround.

First thing that came to my mind is that looks like its inverted. But it might just be the poly flow of the low poly Care to share that part of the local? and perhaps even the shaded low poly?
When I hit the tilde key my Reference Coordinate System goes from World to Local, No console or command line appears. this is of course not during playback. During playback nothing happens
I think there's a tool that let's you change the axis based on different things... Local Tool maybe? I haven't used Maya in a while so I wouldn't really know. heh.
I've tried both modeled and painted local maps and let me tell you, i would rathre model it EVERY time. Painting it just causes waaaaaay to many head aches...
Check your local comic book stores or Toys R Us. A lot of times they will have those figures laying around and have them marked way down to get rid of them.
