Make it modular, use tiling textures, decals, reuse textures, detail normal maps, vertex painting to add variation, etc.

deconstruct the scene by breaking it up into modular pieces in your mind. environment artists will plot out regions over the reference image like this to help get a better approximation.

I read someone was actually taking the modular bits and using Developer Tools -> Merge Actors to force rendering on same core.

Real slow updates, got a few modular pieces for walls. Still need to do lightmap UVs and get them in the engine.
