I like my Zen Vision W, which is overkill for your needs, but their smaller versions seem to be pretty nice too. I don't know if they support flac/ogg though.
Grab the UV shell(s), to be safe do this in polygon with select element mode enabled (next to polygon button at the bottom left), press w, then type in 1 (or -1 if you want it to in the other direction) down here.
No idea about constant distance. Seems to just have it equal distance apart. Usually just throws the loops and slide them around/scale in the horizontal plane. To get out of the tool, just hit w or q.
I'm currently using a Lumia 520, w/Windows 8.1 which I can't say anything against it. It's ancient hardware, though, but if you're willing to try WP, it's pretty hard to go wrong with the Lumia series.
In UV display mode you should be able to just hold W while selecting the edges you want to weld back together. Then you can pop back into edit display mode and recut as you wish.
Yesterday was awesome! If you're lost for places to go in the evening then check out "W", I ended up there last night and it was full of GDC folk :) Be sure to get the GDC app if you have a SmartPhone. It's a life saver!
Oh, an easier way to get the teeth all in one shot: Cube w/divisions, select all the faces you're going to extrude. Uncheck "keep together", pull them out, then scale inwards with the extrude manipulator.
