In terms of damage think of what can physically come off, likes like the bumper etc. Since your plonking this into UDK you can easily use Animtrees to construct a damage system which uses static meshes and morph targets. http://udn.epicgames.com/Three/SettingUpVehicles.html
I don't know the target platform, but with foliage overdraw can become more of a resource hog than polycount. For a flight sim it may not be too bad, but might pay off spending a few more polygons to follow the silhouette of the trees more than just a quad could.
You can use Mesh > Transfer attributes and set it to transfer vertex normals by ray casting. So you'd only need to first select the source (basemesh) and then select all the vertexes on the target that should be affected and hit Transfer. Should be faster than doing it vert by vert :)

You could also calculate your scale factor manually and put that into the transform type-in field (just underneath the viewport), e.g. if the object is 28 units long and you want it to be 17 units, you'd divide target length by current length and get 17/28=0.60714

It looks like a cool game but the social stealth part is kinda wonky. I mean you are like 200 meters away from you target jumping down some roofs and shit, then run up to a group of monks and thats that, now the guards think you are a monk??
So they bought an engine and - as per that article - rewrote it from scratch. Does that make sense to anybody who is not an engine coder? Sounds incredibly wasteful to me. Linux version sounds cool, I wonder what the target for that is though (same with Unreal) - with games there can't be much money in it.
