You probably want to create a tiling texture and tile it in Unreal, then maybe add decals or vertex color transitions in Unreal to break up the tiling.

For which engine? Deferred decals are ideal for laying out the loads of unique markings along a runway, but might not be suitable for this project (if it uses Forward rendering)
