if your concerned about project size/local space, resizing the assets/textures inside the engine won't change your project size at all, only build/runtime filesizes as poopipe mentioned.
Local transforms needs to be enabled in order to use the last editing point instead of the objects center. I also keep Rotate on All Axis on for a more predictable movement.
There is also a lot of maya scripts to save and re-project the skinweight based on the local/world space instead of the vertex position. It can maybe be better than the maya tools.
Mirror and Weld is under geometry. The centering will depend on if you're using local symmetry or not. If not, then it uses the world center. You can offest the mesh by using transpose or the Offset deform
