Update: I did some mushrooms for the scene. I'll use the color changing shader I was talking before. I'm using alpha channel for color mask. I'm not sure there is a fix for this. Maya has always had small precision issues like this. Sometimes keying in absolute values doesn't work as expected, getting .9999999 instead of 1.0.

You could do this by having the lower mips of the normal map baked from the softer model and the base normal baked from a tighter highpoly.... but that's an incredible amount of effort to go to for something that will go unnoticed by 99.9% of players.
