It's 30 fps (Source: Have couriers / wards animating in game) You can download the courier files from the website and test for yourself http://www.dota2.com/workshop/requirements/npcs

I don't understand this. Why would the Montreal gallery/workshop need to stay open to keep the website going? Surely the rent he'd save if it closed could be put to better use.
