This is looking awesome, great progress Only thing I would say is the roofs are looking kind of flat. There's a neat trick for that on the wiki; http://wiki.polycount.com/ModularMountAndBlade?action=AttachFile&do=get&target=Modular_MountBladeMod_02.jpg Keep it up!
Looks really nice if a tad generic. Maybe you could give him a distinguishing characteristic or two. An assymetrical face would be a good starter. Although the morph targets do help a ton. Great work as usual man.
You don't necessarily need hp to lp workflow, that always depends on the requirements and target audience. But yes, you need a secondary uv channel for lightmapping, and if you would want to get good lighting bakes, they need to be decent.
here's an interesting idea. why don't you think of a target age, and gender for your skull, model it, and show us both the model, and what age/gender you were going for. they can be a lot more specific that way =]

Hi! Got to say that the shading looks incorrect. Green channel needs inverting? Different applications use either OpenGL or DirectX normal maps, difference being the direction of the green or y channel. Check out this part of the wiki: Common Swizzle Coordinates. If Blender is your target application, you could either…
rigged, skinned & did motion re-targeting on one of my favorite COD MW2 characters by Infinity Ward in Blender3D, Ghost. The character is well designed low poly model that easy to work with. https://www.youtube.com/watch?v=Q44lnCzBdvQ
