The cintiq would be an independent monitor. Provided your computer setup lets you have 3 monitors, then yes it would be your third monitor....or if you can only have 2 it would be your second. The reasons you've found layer colours difficult to use are exactly why I've limited it to two so far: Red for layers toggled off, and green for Hard Light layers. I'm a big fan of Dell monitors, but I wouldn't get a 1080P 24" screen. Given the choice between these two monitors I would go with the Asus, which appears to have a nice panel. Yes, it is annoying as the point always snaps to the XY plane in screen space but, it has nothing to do with grid snaps.
