You should probably sculpt the body in highpoly first. Otherwise, you'll have to go back and resculpt the clothes and accessories to match the highpoly anatomy.

yeah. i mean, they might have a blockout/sculpt they bake down into a simpler version that gets tested with just textures, then do the cuts based on those

They likely model it. Its possible they sculpt and retopo but I assume the examples given are straight up modelled. For something like Goku or the last one you could do individual strands for blocking, then bool it all together and clean up
