256mb of ram required on the consoles, 2048mb of ram required on the pc, and twice the amount of gpu memory at minimum! And at recommended you have to have 4gb of ram, but it's okay to have a 32bit OS ;) I suspect requirements padding.
Hey cool I hope it's in the game, then I can see a city built like that in full 3D and walk around in it and experience it in a game, instead of seeing it from a few angles for a set amount of minutes. Massive improvement.
Very good chance that they did it for fun and won't amount to anything ingame. Throw them nerds a few words here and there to tell part of the lore which is hidden, and you can make up for alot of the shortcomings in the game.
Increasing texturesizes globally to twice the size would require 4 times the amount of memory, but that's besides the point. It's minimum requirements, they're not going to force a higher texture setting on pc, they'll use the same as on the consoles or less, via a setting.
I would have thought it was because if they have a good amount of timed exclusive games or DLC, it might be just enough for some people to choose xbox over ps3 if they are on the fence. Bragging rights are cool and all that, but they don't put food on the table...it's to sell consoles ;)

I have it all written down, I know how skyrim will end! But I guess my hidden agenda is that of: Even if morrowind might not look like much on the surface to first time oblivioner's, the vast amount of lore and story is well hidden inside the game, which puts elderscrolls 3 up there with deus ex.
I'm sure after the Massive success of Oblivion and Fallout 3 they have learned from their mistakes. They've hired a good amount of new talent and it shows (visually only cause thats all we got). Have to wait for the reveal I guess, Just hope they don't get a Assassins Creed Glitch type thing, ahaha lol.
