Your light rotates because you're using SHIFT + Right Click. That causes your light to circle your object. To move your light without causing it to circle your object, use SHIFT + Left Click to move the light.

As I say : "It looks ok with an Object space normal but with a tangent space one I can definitely see the edges." Here is the result with tangent space and object space. Some edges are still visible with the tangent space (This appears in many other spot on the model). The two normals are baked with the same Hi and Low Res.
Your object's UVs do not match your unwrap. Your object appears to be using a default unwrap (flattened out, one seam from pole to pole, sawtooth cuts at the top and bottom of the map from where the mesh meets at the poles). Marmoset is displaying this the same way that max/maya/anything else would.
