Hi diop, I'd stay away from plain splines, as they convert to poly in a not always clean way. Just think in polygons from the beginning. Here is a step by step tutorial to get the shape you want, with quite high accuracy.
I tried to repeat this geometry it turned out not really qualitatively, I didn't use proboolean, cut out everything the cut tool with a binding on face:) somebody can make a step-by-step management of a photo how you do?!

step by step, oooh baby! always start with a simple shape, as simple as you can. Less vertices to work with, less hassle. reworked the simple "squares" to be more round and fit the concept better added edge between those shapes, so i can seperate them and work with only that part. here you can see that i am only working…

Step 1 make a cylinder with 40 sides or more. Step 2 the rest ... duplicate rotate with pivot at center ... do the rest Used this thing to help me have quick smooth (sneaky tease lol) Will upload the model as an obj for you :D
Steps is similar, don't have to reapeat whole again. Your method seem isn't easier in last steps, maybe longer than. And I ask about boolean afterward... And can you tell more about these steps - What about 9 and 10? It doesn't seem show any useful info (?) ... it'd be better if u spend time make a example for these steps.…
