You probably need either higher texture resolution or a UV map where those lines are horizontally and vertically aligned.

i think this happens when vertices arent weight to any bone at all. It just moves to the world origin because of this.

For vertices you can set the move axis to normal in the tool settings for the translate tool to move them along their normals.

I think a little bit of vertical bounce in the left arm would solve the 'cast' problem and loosen it up a bit.
