As a monthly challenge, the deadline is on the last day of the month (February 28th). An experienced modeller can make this is less than a week. I bet that a 1-3 days is enough for someone who is already used to the whole process.
Honestly it'd probably be fastest to use zbrush for that. You can make all of the bricks by extracting from a mask (you can either paint the mask in photoshop or directly to the subdivided plain in zbrush).
