Can you create a box, stay in object mode, turn on move manipulator, type an amount in the absolute x field in Manipulation panel, hit the Enter key. Let me know if the box move or not. That's exactly why I said I'm probably not the best person to ask. I'm running out of keys down the left side of the keyboard and I don't often change the actual Pivot of the objects or mesh. So I put them on M & O. I do however use the temporary 'Manual' pivots constantly as I work which is why they're on \ & z.
