Word, I see many cards for Korean/Japanese based studios MMO's in your common grocery store everyday, why they can't do the same for Steam is beyond me. Buy a 120$ card, put it in Steam and voila, done. I can buy two release date games and maybe a indie game or two.
Detail maps are something you should research. It allows you to have lower resolution textures and still have some nice details. Optimization is super important since the game needs to run at a set FPS, whether it's 90 or 120. Thinking about re-usability is also important as well as combining texture sets if possible.

As long as you aren't hitting 7-8 gigs of ram usage frequently, I wouldn't worry about upgrading ram. You could easily get a GTX 970 got £300. If you really want an i7 you could probably find one somewhere, but socket LGA1156 has been phased out.

I don't think you need to go super expensive to get a good monitor. I only spent 300 Canadian on mine 1.5 years ago and it's one of the best I've used, both in colour and viewing angle. I was conscious of the specs when picking it but even still, maybe I just got lucky.
fly_soup where abouts are you in PA? I didn't think there was another polycounter within 300 miles of me :P Anyway, communication would be #1 in a job like that. Entry level, they probably just look for someone who loves games. The lead QA's are more than likely the ones that need any sort of training/experience.
