The frame is supposed to be a navigation area - really? At any rate I use a bit of empty space between UI and document for navigation when up-close - the blue colored border. Achieved by shrinking down the document dimension just slightly.

the offset filter in photoshop would be the equivalent. just set both values to half your document size and repeat to return the document to normal. and if you wanted to you could make some actions that make offeset act more like warp.
