You mean edit your basemesh to have broader shoulders in Maya then reapply the already Zbrushed parts to it? I don't think it'd be hard to do, I don't how to do it off the top of my head though. Game models don’t use UDIMs, so I would avoid that. Just break your model into logical parts, and make atlases for each. Two to three should be enough.
