Exactly, atlasing will look bad unless its huge because you need to pad for mipmaps and to have any kind of decent fidelity up close, it'll need to be a huge texture. every car in GTA IV for example has like 17 maps it shares between all of them, and 4 to 6 maps per vehicles.
