Your best bet is to duplicate your mesh, rotate the duplicate 90 degrees, then project the details from the rotated duplicated to the Y side of the original. -

Do the 2 maps look the same ? Probably not ^^ Maybe you have some wrong color profile in photoshop or proof colors on ? (ctrl+Y) -

As is the solution to most things in Maya, try deleting the history :P Also you can change how the normal maps are baked in xNormal to be Y + or -. -

The software uses X+, Y+, Z+, but yes I've tried every combination of -'s and +'s in there, as well as flipping individual islands as a long shot.
