I have set to 0 or 1 or left on 2. It depends on how sharp edges I want. For standard bricks I think it's best to set to 0. -

it is an edge extrude with 0 value but X width, it would do exactly what you would expect it to do if you give it a different value than 0 :) -
Re: UDK normalmap seams
Have you put uv channel 1 back into 0, and put 0 back into 1 and tried doing it the normal way? Is there any seam issue that way?
